About Us


Operating in one of the densest cities in the world, NEAT Developments specialises in mixed-use developments. Our work comprises any combination of residential, commercial, and stacked industrial.

As Development Managers, we partner with investment managers, institutional funds, money managers, insurance companies, local Authority pension funds and large corporations from inception to fully let/leased through to exit.

We help maximise value add opportunities within agreed risk parameters and capture longer term value and optionality.

We thrive on solving complexities and challenges, and care deeply about our work and about the people who live, play and work in the buildings we create.

NEAT have become well known for expertise in large residential led mixed use developments, and are leading the way with Stacked Industrial and co-location of residential uses with industrial. We are currently engaged on one stand-alone Stacked Industrial scheme and a co-located industrial and residential scheme (Uplands). NEAT recognises the benefits of, and growing market for, Stacked Industrial in dense urban environments.

We deliver on ever challenging sites and locations, and are well versed in solving difficult legal, technical, and political challenges, all requiring very different solutions.

THE TEAM

Joe Crawley

Executive Chairman

"Our passion is for positive change. Positive change in our industry, positive change in how our contemporaries behave and positive change within the community."

Joe is the driving force behind NEAT's vision and collaborative approach to delivering large-scale, residentially led mixed-use developments. With 36 years' industry experience in London, he has successfully delivered numerous commercial, leisure, residential, and mixed-use developments. He was previously a Director of Kitewood Estates.

Joe was previously a Non-Executive Director of CLS Holdings plc., a London Stock Exchange listed property investment and development company where he was Development Director during the 1990s.

John Faith

Non-Executive Director

"We believe developments should be viewed as 'products.' Products that enhance the lives of those who's homes they are and the community that surrounds them.

Not inanimate commodities that simply offer a function and meet industry standard."

John, an FRICS qualified surveyor, is Chairman and founding shareholder of Kitewood Estates, which he started over 20 years ago, and has since built into a successful diversified property investment and development group operating in southeast England.

He has been active as a principle in the residential industry for over 30 years, and has a wealth of knowledge, and experience of a broad range of property matters.

Youssef Kadiri

Managing Director

Youssef, who holds an MSc. in Business Administration, joined NEAT in March 2013. He has over 10 years' experience, most notably as a Development Manager on Skanska's residential development team, where he met Joe, John and Dan Gardner during a collaborative exchange between Kitewood Estates and Skanska, partly inspiring the style and characteristics of TNQ.

Guy Billinge

Delivery Director

Guy joined Neat Developments in November 2021 bringing extensive experience in the delivery of complex mixed-use developments across London. Guy began his career with Berkeley Homes before progressing to senior roles with Redrow London and most recently Mount Anvil. Guy is responsible for the delivery of our portfolio of developments, guiding our projects from inception through to completion.

Dan Gardner

Head of Design and Pre-construction

"We effect change by driving up standards through the products we create and the way in which we do things."

Dan has over 15 years experience delivering large-scale, mixed-use residential developments in London and southeast England. He leads on design, construction, and affordable housing.

Dan was a Development Manager at London & Quadrant, one of the UK's largest affordable housing providers, prior to joining Kitewood Estates where he was Director of Affordable Housing until joining NEAT.

Brian Reynolds

Director of Public Sector Partnerships

"We are a business, but we are also citizens, our responsibility is to contribute to the enhancement of those we work with and the communities we serve."

Brian joined NEAT in April 2016 as a public sector housing and regeneration specialist, having worked in local government for 30 years and with central and local government since 2010. Brian was responsible for running the One Public Estate programme on behalf of the Cabinet Office and the Local Government Association since 2013 aimed at freeing up public sector land. Previously, Brian was Deputy Chief Executive at LB Barnet for 10 years, where he set up and ran the regeneration programme, including the £4.2bn mixed use redevelopment at Brent Cross/Cricklewood.

Cassie Flett

Executive Assistant

Cassie joined in 2015 after two years with the Planning and Development Team at Carter Jonas, and previously Lambert Smith Hampton for ten years working with various agency teams. She has worked on a number of exciting projects including large acquisitions and disposals for both private and public sector clients.

At NEAT, Cassie currently focuses on customer care, administration and office management.

Matt Burke

Senior Investment Manager

“We challenge traditional house building practices, asking what is possible, not what is required.”

Matt joined NEAT in 2017. As Senior Investment Manager, he focuses on new business opportunities and the financial analysis and due diligence on our projects. He has worked at NEAT most notably as Development Manager on the successful planning application at Colosseum Retail Park. Prior to this Matt was a Senior Surveyor at Deloitte Real Estate where he was involved with, among other things, advising Old Oak and Park Royal Development Corporation on the UK’s largest regeneration project.

He has over 10 years’ experience, read Land Economy at Cambridge and is a Member of the Royal Institution of Chartered Surveyors (MRICS).

Eric Holroyd

Development Director

Eric joined NEAT in 2019 from Barratt London where he worked as a Development Manager on a number of large-scale regeneration projects, most notably the West Hendon Estate Regeneration Scheme and the redevelopment of the former Nestle Factory in Hayes. Prior to this Eric was involved in setting up and delivering complex residential led public-private joint ventures and housing development companies. Eric has over 10 years’ experience working in development and holds an MSc in Spatial Planning from the Bartlett (UCL).

As a Senior Development Manager Eric is responsible for various development activities from inception to construction on some of our large-scale mixed use developments.

Tom Roots

Development Manager

Tom joined NEAT from St George (part of the Berkeley Group) in 2022. Tom has been working on large residential-led mixed use developments within London since 2015, beginning his career with Quintain on one of London’s largest development schemes, Wembley Park.

More recently, Tom was a Land Manger at St George for 5 years looking after the major regeneration of the former News International site, London Dock, in Tower Hamlets. During this time, he was also in charge of the Royal Exchange development in Kingston as well as being heavily involved in the affordable housing sector across London.

Tom obtained a BArch in Architecture from the University of Westminster followed by a MSc in Real Estate at the University of Reading.

As Development Manager, Tom is responsible for working on feasibility, planning, design and development management for current and upcoming sites across the business.
